Its the risk that makes it all so very exciting and worth the ask, I mean how would you be if you weren't risking anything at all and it was just smooth sailing?

My guess is that, it wouldn't be all that good, because it would be like running a race without risking a prize, kind of. So, it's a good thing you worry about the risk of the relationship, because it means there is a basis there I guess.

Just go out with her, up to the stage where it's obvious, than ask her if she wants to be 'official' I guess?

Look the same thing is happening with me at the moment. But I found that if you talk to her and explain you feelings and get them to explain their feelings towards you, you can work something out between you like I did yesterday.

Though we decided that it was not right at this present time but possibly in the future.
