In a word, no. "Statutory rape is illegal sexual activity between two people when it would otherwise be legal if not for their age." - http://www.sexlaws.org/statrape.html

So if, in your state/country, making out and removing a top (with her permission) is legal considering her age, then you have done nothing illegal. However she could say she felt pressurised etc., in which case, it's her word against yours and so you better have a good character profile.

I would also recommend getting proof that it was consented, e.g. an email, text, phone recording. Just to cover your back.

Depends on the state and it's age of consent laws.

I highly doubt that she's going to call the police, especially since you stopped when she told you too. Don't be so paranoid.

It depends totally. Even if she's below the age of consent, you might be ok because most places have an allowance for a small age gap, so even IF what you are doing could be considered rape, you might still be ok. Go talk to the girl if you have to to make sure everythings ok with her, just do it in a public but private space (IE you can be seen not heard) or over the phone/internet.

If you live in canada, I'm pretty certain you'd be fine. In the states I'm not too sure, but I'm still pretty confident that you have nothing to worry about.
