Girls have just as much of different tastes as any other human being... not all girls like older guys. I know for Texas, 17 and up is legal... don't know about anywhere else though.

Also, it probably also depends on the situation. If she is for example in college or something (or still in high school in the US) then she is much more likely to go for guys within the constraints of the guys that are around her.

Plus, if she goes out she wont be socialising with guys who are massively over her own age but it all depends on the person, if she likes older guys she will be more likely to go to places older guys hang out, or, be more receptive to the aproach of older people rather than to guys her own age hitting on her.
