Sounds like a congenital tightenss , if there is no soreness/redness.

Go see a doctor (usually a small op/incision etc will solve the problem)

Regular stretching may work. Otherwise, as jackketch said you may have to have an operation.

I think it's called phimosis. All my sexual biology is pretty dimly-remembered. Anyway, your doctor should be able to prescribe some kind of cream to make the skin more flexible, or if it's bad you can get surgery for it (not necessarily full circumcision).
