I was sitting on a leather chesterfield in a cafe studying when this chick says "do you mind if I sit down?", so naturally I said yes. Then there was silence until I got up and left, which was an hour or so later.
What the fuck could I have said? Nice shoes?

Asking her what she's studying is obvious, yes. But no matter how I ask the question it will always sound like a blatant attempt to get with her. And complimenting her clothes is no different. Maybe if she had some book with her that I had read... But I am a noob at university and I haven't read anything.
Goddamn it I'm hopeless.
I guess what I'm trying to ask is, how do you start a conversation without letting her know you want to get with her?

She has to at least be interested in talking to you if you expect anything to come of it.
If she's just there to study, then you might just get on her nerves. You should be able to gauge within a minute or two whether or not she is interested in talking to you.
Basically... the more interesting/attractive/etc you are, the more likely she will open up to you and ignore what she was originally there to do.

Say something like: hey, I'm ________, something to the effect of: what are you doing now?...if she doesn't reply in more than a few words it means that she isn't interested in a conversation or you and there was not opportunity to begin with...

...blatantly trying to get with someone would be literally asking someone if they would like to become your girlfriend from the moment on...The point of is type of small talk is to let her know that you want to "get with her". You need to show interest to recieve interest if it is possible. You need to take some risks. You will never find a girl by simply waiting around for someone to walk up and blantantly offer to instantly hook up...

Exactly... The amount of effort she puts into the conversation should tell you how interested she is.
If you find yourself continuously having to think of things to say... then it isn't going so well.

The "meeting people at university" checklist:
In my freshers year I found out that these questions are always asked:
1) Name
2) Subject being studied
3) Halls of residence
4) Home town
Theres plenty of conversation material leading off from every one of these. Once you feel a bi more comfortable then move the topic of conversation!
