Flirting?
It goes like this. I met this one girl at this school thing earlier, and I really couldn't tell if she was flirting with me or being friendly. She was asking me a lot of questions and smiling a lot. At one point I was across the yard and when I looked at her she smiled at me.
Is this a good sign? I'm considering asking her to homecoming, but I want to know if she's actually interested in me.

She's probably just nice. I know tons of girls who are just like that, but I guess it's still a possibility that she IS flirting.

I should also mentioned that I have seen her while riding my bike around, and nearly every time she has smiled at me and waved.

Even if she isn't, it is good practice for when you find someone who really is. Gives confidence. Later in life doing such things will be a breeze.

It's pretty much homecoming etiquette that you ask them at least a week in advance, so yeah. I suppose I have a week to get to know her better, although I don't know where I would find the chance.

Tell some semi-bad jokes and see if she laughs. If you meet a girl for the first time and she likes you, she'll usually laugh at most anything you say, no matter how dumb it is.

I'm In Australia, I have no idea... except for all the American movies I've seen. Hollywood pretty much declares that couples go to a ball style event, get drunk, there's some sex between 'prom king' and 'prom queen' (whatever the fuck they are) and there's at least one fight. Also, everyone will show up in cars that their parents probably couldn't afford if they saved for ten years.
Just watch any of the 5000 American teen movies.

Next time your conversing ask her to give you her hands. If she goes palms up, this indicates dis-interest.
If palms down that's a good sign.
It is best to have a canned line when you take her hands like is kit kat a biscuit or chocolate bar.
Then while you're talking play with her fingers or if you feel un comfortable doing it, do it anyway.
