If you can have a normal conversation with a girl and you want to ask her out or tell her you like her, one of the easier ways to break the ice is as follows.

1. Start talking about an event that is coming up. A good choice could be finding out what movie is coming out that she wants to see.

2. By amazing coincidence, you want to go to.

3. We should go togther. (This is important, just assume since you both want to go that you should go together.) Then give her the choice of time or day. "What works best for you, Friday or Saturday?" You don't ask her if she wants to go, just ask her when. The prior convo makes it make sense.

Since you are discussing the time, you probably have a good indication that she is not interested if you cannot work it out. Exceptions could be if she already has plans to go with someone to it...but you might be able to weed that objection out when you first start talking about it. If you cannot get a date like that, you are swimming up stream.

By the way, getting a date is the proper first step before telling someone you like them. Do it the other way if you want, eventually you will learn. You can mix it up once you know what you are doing.
