If they aren't painful, huge, festering, or anything like that, they're most likely just those "penile papules", brah. Also, I've noticed that some of the pubic hair follicles on the shaft tend to be slightly, almost unnoticeably raised, not unlike the way a chicken looks when it's plucked. You know, those little bumps, but not that big. As for the papulae, I know they're normal and nothing to worry about, if not what causes them, exactly.
