I dunno folks, I find the whole 16-24 age range a bit difficult to categorize by individual ages. I know a 16-year old or two that could, if pressed, handle being on their own, whether they realize it or not. My former roommate, at age 23, couldn't manage living on his own, even with occasional financial assistance from his parents. He lives with his parents again, and probably will be for many more years. I can't see him being attractive to women his own age. Mentally, he'd probably get along better with a girl of 16-17, though he'd kill himself repressing his sexual urges before ever acting on them.

The point is that you can't ever say with certainty that a 21 year old guy is a "pedo" or only wants young wet pussy. He might simply be immature for his age. Few 21-year-olds (in the USA, at least) are really "grown-up". They're just old enough to purchase alcohol.
