Is it possible for a girl who has never been pregnant, and is not pregnant (still having periods, and test turns up nothing) to begin producing milk?

Yes, it is possible. I'll dig up a link I've posted before. My bookmarks are a mess.
Edit: Bah, you'll have to take my word for it or google it yourself. As jack says below, it can be triggered naturally by hormones (even without the presence of a baby) or it can be induced with hormone supplements and copious pumping.

can happen to any women of childbearing age. a friend who was over 40 got a small baby dumped on her and low and behold after a few days she could feel the milk building up!
guess her hormones were triggered by something pyschological?

women can start producing milk by being around babies, like in some african communities where many different women nurse the kids.
A high PROLACTIN level (hormone) will cause milk production, but the periods stop.
A woman can also lactate if she thinks she's pregnant, but it requires her to be deeply convinced.

I've heard a physician say that any adult may
produce milk. Yes, he claimed that a man or a
woman, who's nipples are stimulated for 1.5>2
hours every day, will produce milk.
Produce sore tits, too, I'd think.

^^Hah! That can be a great party trick too! While I was still lactating, I got very drunk at a party one night, and we were sitting around the table playing Life (yes, we're incredible geeks, but hey, we have fun  ), and someone asked me about breastmilk. I can't remember the question, but for some reason, I decided the best answer was to pull down my top and squirt some people. What's wild is I got three different people because the way the milk ducts are arranged, when I squeezed my nipple, it shot out in five different directions.
It was cool as hell.
