No need for anything fancy, and there's no magic answers. Just do it. You don't have to ask her out right away. You may just make the usual small talk. you need to plan it so you happen to be walking home at 8:30 in the morning, or happen to be walking somewhere, like to the store for some honey pie or something.

then collide with her, not literally, and be like hey i just moved here and point to your house or something if she didn't see you just come out, or if you are going with the plan where you happen to be walking home with some honey pie or something.

then say something like cindy said like what's cool in the town and stuff

The easiest way I have made friends is being totally real. Go up and talk to her, say you have noticed her walking around and say that you also noticed that there aren't many people your age around and would like to get to know her. Ask her to hang out with you or ask what there is to do in the area since you are new, then ask her to go do something with you. The more real you are the easier you will become friends with her because she will be willing to be more open with you. That and show absolutely no interest in her beyond friends...even if you have interest...don't let her know...it will make it harder...and Good Luck!!

or he could just sit out in a lawn chair waiting for her to go by. Why play games? If hes not smart or confident enough to do this on his own, then she will see through any game he plays.
