No-one can tell you the definitive answer of what is wrong or right in a situation like this. You really have to decide for yourself but bare in mind that if you do choose to go ahead with such a relationship, you will likely take some flak from friends/family.
However, even ignoring the moral issues there are obviously certain legal problems that could arise if the relationship becomes sexual.
I would advise you to be aware of the laws in your area and make your decision taking into account both legal and your own moral standing here.

The difference between 19 and 21 aren't that bad. Even the differences between 16 and 19 can be dealt with, depending on the people. But between 13 and 16, is a lot more than just three years.
Between the ages of 13 and 16 you change a lot. I'm not generalizing here, it's a biological fact. And not just physical (all though, that in itself is a pretty big deal) but the hormonal, emotional and mental changes are very drastic. I just can't see any aspect in which a 13 year old is on the same level as a 16 year old. I think no matter how you play this one, it'll be unfair and you'll be taking advantage of her.

How "most people think" is that it's inappropriate beyond friendship. So what. If you find you enjoy her company, then there's nothing wrong. Just be aware that if you were to become bf/gf you may be breaching the comfort boundaries of her parents. And your parents, for that matter. So, there will likely be "issues" to contend with.

I am kinda in the same situation as you, I was going out with a 13 year old when i was 15. People gave me alot of shit at school, but i didnt care. Just like your mistress she is alot more mature than id expect of a 13 year old. i just turned 16 and she just turned 14. My parents dont care about the ages, but hers do. its summer and her parents are leaving on a trip so i can't hang with her. But her parents say when school starts again it'l be all good. Right now its definitly not a sexual relationship as it should be. But if i continue to be with her as we get older it might. So im just cruising with her and its pretty good. Alot of people don't like me now because of this and they give me shit. But fuck them, im happy  . I guess you should have her tlak to her parents, and respect what they say. Maybe you just have to wait. Maybe its not the best thing. Do what you want and what you think is right and fuck what other people say.

Nah, it's not that simple. Funnily enough, the only ill-judged sexual encounters I had as a teenager were at high school parties, with high school boys, while drunk. So, you say that not really from actual experience, but from second-hand observation. I suppose that's valid enough as evidence, though it's inconclusive. Sure, when I hit 18-20 and thought I was grown up I kinda wondered how I could have "dated" guys so much older, and I had this phase where I seriously looked down on guys my age (at the time) that still dated girls in high school.
Now that I'm many, many years older I have that many more years experience with dating and relationships to compare to my younger years. And now that I actually do have a brain, I look back on myself at age 18-20 as quite an insufferable priss. And I look back on myself at age 15-17 with a great fondness. Those were good times.
Perspective continues to evolve with experience, so the perceptions of your friends who regret their experiences are still subject to change.
