Like everything else, it's a matter of preferance. Stop trying to generalise the sexes.
And personally, pierced tongues don't work for me.

Depending on where the piercing is, it can increase the pleasure for a guy. If it's further back on the tongue, it rubs along the underside while you're giving head. I can't say anything for the lip piercing though.

The New Model finds tongue piercings very sexual, but not when giving head - it's more of a kissing thing. It would rather be making out for a long time rather than getting head, but that is its own choice.
