Theres exercises women can do to make it tighter. My girl does them sometimes, and she is so tight, that sometimes when we fuck, and she comes extra hard, she contracts and it is so tight it almost hurts. The PC muscle has no effect on tightness on the male. I think, though, when s/he said "similar", I think s/he meant in that it was created to increase the sexual satisfaction of the participating groups, which the PC muscle exercises do.
