The water its self shouldn't be a problem. It shouldn't weaken the condom (truthfully, the heat of a hot tub is about 100 degrees. The body heat of a person alone is 98.6, add friction too that, and the heat to which the condom is exposed is far greater than the 100. Condoms are tested to withstand heat.) If i were you, I wouldn't put it on until the exact moment it is needed, shortening the time it is exposed to the heat. If it fits right and you stay hard, it shouldn't just slip off. Ever. Water or no water.
I truthfully dont know about the bubble bath. It might be a good idea to avoid it, and that way DEFINATLY avoid the idea of shoving soap up her cooter. Soap residue isn't really cool, and can get really itchy. If you must use bubble bath, try for something organic. If you look around or go to a vegan-esque store, you can find it.
More importantly, I am going to lecture. Sex in a bathtub is not safe, sanitary, okay at all. Tubs are breeding grounds for bacteria. When you fill it with warm water, the bacteria will all come into the water. This makes that water disgusting. Given that you are going to have sex in the tub, the water will be getting shoved up in her (same as the soap problem). This could get bacteria in her vagina that doesn't need to be there. Bathtub/hot tub/jacuzzi sex is not a good idea. If you must, use bleach to clean the tub before hand. I may be being germ cautious here, but bacteria and vaginas dont mix.
