It everyone's personal responsibility to keep themselves free of STDs and in the case that you already have and STD it is your responsibility to inform your lovers/boy/girlfriends/wifes/husbands of the STD(s) that you carry. If you cannot handle this responsibility (the responsibility of protecting your partners) then you do not deserve to be having sex.

"sheepskin" condoms don't protect against HIV, and they're damn expensive.

Anyone too shy to get tested (lame reason) could just give blood. It's screened for HIV, among other things.
