Sex in a new relationship?
How long do you wait before having sex with a new sexual partner? Is six months a long time to wait for sex? What about three months? One month? I imagine a lot of people will reply with "when he or she is ready" but I'm really looking for a number.

Lots of variables. How old are you? How old is she? Has she had sex before? Is she comfortable with it? Is she comfortable with you? Your just being a bit too vague to get a number.

Ok, I'm 21 she is 19, we've both had sex before. She is comfortable with me but says she doesn't want to have sex yet, though we fool around a lot and have had oral sex. I guess what I don't understand is this: What is the big deal about penetration? I can put my tongue inside her but not my penis? What gives?

First of all, it really depends on the chick.
Try to guage how easy she is, if you have practice, this is pretty easy most of the time. Off the top of my head, with no background knowledge as to her age, personality or anything, I would say 3 dates. Completely depending on everything though. I'll give you a range instead, based on how much information you've give us.
Range:
1 day - 1 year. lol. Maybe tell us some more man.

Personally, I think about 6 months as a minimum... otherwise, it's a "sexual" relationship, and not a "love" one.

I think it has to do with how well you know the person. Some people need their time before it happens, but with some people it is almost instintual.
This is of course considering that neither is a total whore, or puts too much importance on sex either, like the fucking Catholics.
My first girlfriend I was with her for about 2 months before I even let myself think of her that way. After that it was a matter of opportunity. We could rarely get time alone together except during the lunch period at school, where we would rush home and fool around. She wanted to take her time when we did it for the first time. Three days after I got my braces off I got her to reconsider in a hurry
Later there was another girl, we just clicked instantly. By the end of the night we would have been going at it like two baboons in the monkey house, if only we'd had the chance.

Whether this is right or wrong is not for me to say, but for many women sex is something they "give" or "give up". Some women feel that they're compromising something if they have sex "too soon". Some women feel that sex should only be a "privilege" that comes with sincere committment. Some women don't know how or can't get enough pleasure from sex to appreciate the act for it's own merits.
So, there is no "number" in terms of time. You can set your own number, and if you're not getting what you want, move on. Trying to coax a female into sex before her own personal needs are met (time, commitment, whatever) will just invite drama.
