Quite a few people think I am out of my mind, anyway, yes I do believe Iraq and Iran would be fully capable and willing to back a terrorist group like the Al Queda(sp) or a Islamic government like the Taliban. Both those countries hate each other, but they both have the States as a common enemy. Just like the relationship the Allies had with the Soviet Union in WW2, not too friendly, but shared Issues with Germany. It would be wise not to under estimate Iraq. They were beaten at a speedy rate by the coalition with the Americans spearheading the operation. Just remember Iraq had the fourth largest army in the world, they have chemical/biological weapons and on the look out for nuclear weapons. The Gulf war was over ten years ago, knowing Saddam, he most likely used this time to build his armed forces up waiting for a chance to use them against The States.
