Make your own island.
Everyone knows how the hawaiin island were formed? By underwater volcanoes.
How would one start this process artificailly and in a controlled way?

That would require vast seismic vibrations, which, I should think, are impossible to control. You could force the quick creation of an island, but it might have more damaging effects elsewhere.

My thoughts: a dormant underwater volcano near the surface, and a nuke.
Even assuming that it would work, it would be just a chunk of rock with no life on it.
