why dont you use layers and css?

code:

<html>
<head>
<title>coldarchon</title>
</head>
<body bgColor=Black text=White Link=#333333 vLink=Black aLink=White>
<div id="kopf" style="position:absolute; top:0; left:0;
width:138%; height:10%; background-color:#333333; color:#999999;
font-family:tahoma; font-size:9pt; font-weight:bold;">
this is a top table
</div>
<div id="tabelle1" style="position:absolute; top:10%; left:0;
width:300px; height:100%; background-color :DarkRed; color:#999999;
font-family:tahoma; font-size:9pt; font-weight:bold;">
this is nav
</div>
<div id="tabelle2" style="position:absolute; top:10%; left:300;
width:100%; height:100%; background-color :DarkGreen; color:#999999;
font-family:tahoma; font-size:9pt; font-weight:bold;">
here is where the fucking content should be!
</div>
</body>
</html>

with a little script you can adjust the tables. Just get the browser attributes.

*edit*

forgot to disable smilies, yes Im a rookie ...
