Default Cerebral Palsy and cord blood

NOTE: We don't have a medicine section from what I see so if this goes somewhere else just move it.

My niece had an in utero stroke (or so I'm told) she's now 2 years old. My (crazee) sister in law is talking about having another kid to harvest the umbilical cord blood to transplant to her. Saying that no one else's cord blood will work.

I've found out that there was a kid who had his own stored cord blood transplanted and is apparently cured however the medical community frowns on the private cord blood banks like the one that kid used.

Which shows human cord blood put in rats that had strokes showed much improvement.

So anybody know if she's full of crap and anyone's would work or is she actually telling the truth? Perhaps a private cord blood bank lied to her?
