California will form the nucleus of what he calls "The Californian Republic," and will be part of China or under Chinese influence. Texas will be the heart of "The Texas Republic," a cluster of states that will go to Mexico or fall under Mexican influence. Washington, D.C., and New York will be part of an "Atlantic America" that may join the European Union. Canada will grab a group of Northern states Prof. Panarin calls "The Central North American Republic." Hawaii, he suggests, will be a protectorate of Japan or China, and Alaska will be subsumed into Russia"

I believe it's very clearly outlined that a EU member state has to be at least partially geographically contained in traditionally-defined Europe, or be an overseas territory or dependency. He seems to have just divided things according to naked eye geography. Like, "oh look how close Alaska is to Russia, ya that means Russia gets Alaska...and the west coast, well, that'll go to China since it's just across the ocean."

And what does he mean, states withholding funding from the federal government? States rely on the federal government for a lot of funding, not the other way around. If there was a huge crisis going on, I'd think it would bring America closer together, to try and make us stronger and better able to deal with it. A state or region would be retarded for leaving the country and cutting everyone else off.
